Lugard's "orders on his departure, and to quote a dictum of Sir H. Blake "that "men are what their officers make them" ?".
GENERAL ORDER NO. 31.
"His Excellency Sir F. Lugard on his departure from the "Colony desired me to convey to the Police Force his apprecia- "-tion and thanks for the excellent work they have done "during the whole time he was in the Colony and especially of "late during the unrest in China.

On the following day Mr. Badeley addressed
the following minute to the Colonial Secretary:-

"A few days ago I informed you that F. S. Angus is "prepared to give evidence that he received permission under "the hand of the Colonial Secretary to occupy a matshed
"instead of sleeping in the station at Cheung Chau during the
'summer montis; that he kept the paper for years but has
"since lost it.
"I am now in a position to prove, by the evidence of
"Mr. A. G. M. Fletcher and Inspector Gordon, that Sir F. "Lugard visited the station and village on 2 June last year; "that the matshed where Inspector Gordon was living, and the "matshed and houses where the Indian Police were living, were
"all specifically pointed out to His Excellency, and that he
"appeared quite satisfied with the arrangements".
